CALL TO ORDER
The meeting was called to order by DOF President Charlie First at 10:30 AM
INVOCATION
Invocation was given by DOF Chaplain Harold Sievers
PLEDGE OF ALLEGIANCE
Pledge of Allegiance was led by DOF Sergeant-at-Arms Mickey Tutolo
WELCOME - Message by DOF President Charlie First
President First personally thanked several people who’s guidance was instrumental in elevating him to the position of President of Department of Florida.
Jake Fester, Bill McCraney, Bob Balzer and Jim Bradford
President First stated DOF’s Theme for the Winter Council Meeting in January is POW/MIA.
He mentioned Bills that are in the House of Representatives for Cold War Medal Ribbons (1950 – 1973) and ask the membership to encourage our Senators to vote for passage. Tom Thiel requested the Bill Numbers so he could put this information on the Web Site.
REMARKS - President First introduced Guest Gloria Morgan as his fiancée and announced their wedding on Thursday, October 20, 2011 at 4 PM. All KWVA members are invited.

QUORUM
A quorum was reported by Secretary Maxine Parker (3 officers & 8 Chapters required).
MINUTES OF THE MAY 6, 2011 COUNCIL MEETING
A motion to set aside the reading of the minutes was offered. Two corrections were noted: (1). Chapter 14 was present. (2) Chapter 169 had no report and no motion.
Motion made by Tom Thiel to accept the Minutes as published including the two corrections.
Second by Mickey Tuolo.
Motion passed.
FINANCIAL REPORT (attached)
Presented by Treasurer Joan Arcand. Joan was .08 cents off.
Motion made by Don Smith to accept the Treasurer’s Report.
Second by Bill Shilber.
Motion passed
Jim Bradford requested Financial Report be filed for audit.
CORRESPONDENCE REPORT
Secretary Maxine Parker read a Thank You letter from Marcel Madeline and family regarding the passing of KWVA Member Joe Madeline.
CHAPLAIN’S REPORT (attached)
Chaplain Harold Sievers reported on his Adopt-A-Kid, Adopt-A-Veteran Program.
DOF/ASSOCIATION REPORT (attached)
Liaison Jake Feaster spoke about the importance of providing him with current information on DOF and Chapters Summaries.
DOF JUDGE ADVOCATE REPORT (attached)
JA Hank Butler spoke of some by-Law changes which include procedures, voting and running for elected office.
DOF NEWSLETTER/WEBSITE REPORT (attached)
Editor Tom Thiel proposed changes to the DOF By-Laws to add the “Powers and Duties” of the Webmaster and the Editor to these By-Laws.
KOREA/AMERICAN REPORT
Liaison Eddy Ko spoke about the plastic surgery 24 year old son of the present Dictator of North Korea has had so he can look more like his grandfather.
HISTORIAN’S REPORT
Carol Becker states she takes pictures and hands them out to Members.
OLD BUSINESS

2. Outcome of May 2011 Meeting Survey, Joan Arcand. 38 members responded. (attached)
3. Review of DOF Board Activity, 1st VP Shibler – none at this time.
4. By-Law Change adopted by General Membership May 2011, JA Hank Butler (attached).
5. Charlie First, Bill Shibler, Richard & Joan Arcand met with Maxine Parker (new Secretary) to acquaint her with duties of her position. Meeting held at Fantasy of Flight Museum.
NEW BUSINESS

3. Convention 2012 Overview: 192 Commander Hank Butler
4. Appointment of DOF Nominations/Elections Chairman: Gene Gillette

6. DOF Fundraiser: 3rd VP John Stelling - Working on a 43” TV for May 2012 (Tickets $10 ea)
7. Training plans for2012: President Charlie First – (request sent to each Chapter President)
8. Jake Feaster wants Committee to form New Chapters as he has been with Chapter 318.
9. All Members of the Executive Board are currently Membership Members.
GOOD AND WELFARE OF THE ORDER
Murdoch Ford spoke of the Korean Award Dinner and Ceremony to be held in Tampa on October 8, 2011. KWVA Members who have not received the metals will be honored at the dinner which is open to all. KWVA Member must have served in Korea. Contact Murdock Ford for time and cost of dinner. Tom Thiel asked Murdoch Ford for his e-mail address. mertnlou@tampabay.rr.com
Frank Cohoe, National Secretary spoke on issues: (1) Elections at Headquarters is coming up. We have 16,000 members and receive less than 3,000 votes. Members have complained they didn’t receive their Greybeards in time. The rules have changed and you will get it in plenty of time – you need to vote. The National Convention Annual Membership meeting is October 29 & 30, 2011 in Boston.
Joan Arcand reminded each Chapter to send in their $2. per member assessment and Chapter Election Reports to her using Form in folder..
